He said, “The theme of this conference, “Building Inclusive Communities Through Global Citizenship Education,” emphasises the importance of GCED in creating a more sustainable and harmonious world.”

“I believe this conference serves as a dynamic platform for promoting global collaboration and citizenship, and in building a more inclusive society, regardless of one’s background and nationality,” he added.

“GCED plays a crucial role in shaping the minds of future generations, therefore we need to equip our youth with the knowledge, skills, and values required to become active global citizens,” stressed the Vice-Chancellor.

According to the Director of APCEIU, Dr. Hyun Mook Lim, "A persistent gap exists between policy and practice, and integrating GCED into the national curriculum does not ensure its effective implementation.”

“Often, GCED is applied inadequately or superficially, highlighting a critical need for enhancing teachers' capacity, particularly in understanding and applying GCED concepts and pedagogy," stated Hyun.

In a fitting conclusion to the speech, he quoted a poignant saying: "All kinds of little people doing little acts in little ways in little places have changed the world."

This impactful statement highlighted the belief that even small efforts can drive significant global change, reinforcing the core principles of Global Citizenship Education.

ADVISOR TO KOREAN MINISTRY OF ENVIRONMENT SHARES ‘LEARN-ACT-BEING’ MODEL TO DEVELOP ENVIRONMENTALLY-CONSCIOUS CITIZENS

WhatsApp Image 2024 10 07 at 11.11.56 AM

USM PENANG, 4 October 2024 – A representative from the Korean Ministry of Environment was at Universiti Sains Malaysia (USM) today to present a talk on ‘Education for Sustainable Development’ (ESD).

Held at the USM School of Educational Studies (PPIP) Aminah Ayob Auditorium, the talk by Dr. Park Su Yeon was jointly organised by PPIP and RCE Penang@USM.

Park currently serves as an expert advisor to the Korean Environment Ministry.

She delivered a talk on the topic ‘’Sustainability Academic Discourse – Embracing Formation Process of Environment Citizen through Environmental Learning Experience: Application of Learn-Act-Being Cyclic Model’’, a process to develop environmentally-conscious citizens using the aforementioned environmental learning experience.

WhatsApp Image 2024 10 07 at 11.11.57 AM1

Park began her talk by giving an overview of Korea and her position as an advisor for the Government.

“The issue of citizenship is a major concern for the Koreans, beginning from the 1900s and even until the time when the country was divided into North and South.

“This progressed into the 2000s, when (peaceful) climate protests and constitutional petitions were held, and where the people have demanded for their ‘right to live in the future’.”

Park said that the idea would need to be understood by those involved in policy-making, namely the policy-makers, policy advocates as well as policy followers.

“When effectively implemented, such policies could result in long-lasting achievements. The achievements can be in the form of projects which have been completed, but more importantly the resulting change in each individual, which in itself is a significant outcome,” she added.

She continued by highlighting the progress which had been implemented through enacted laws by the government in Korea regarding Environmental Education (EE), which had been realised in the form of the Mandatory School Environmental Education plan.

Environmental education is a process that allows individuals to explore environmental issues, engage in problem-solving, and to take action to improve the environment. As a result, individuals develop a deeper understanding of environmental issues and acquire skills to make informed and responsible decisions.

In relation to the move made by the Korean government and as part of her Doctoral research, Park had proposed the ‘Learn-Act-Being’ cyclic framework.

It lists down the necessary items that need to be considered in educating the people to be ‘environmental citizens’ or practicing pro-environmental behaviours and achieving sustainability, as defined by the European Network for Environmental Citizenship (ENEC).

WhatsApp Image 2024 10 07 at 11.11.57 AM

As she summarised in her conclusion, what is more important would be that the awareness on environmental issues and practices need to be internalised, based on the knowledge and understanding acquired by the individuals. This would then lead to decision-making and action, on the necessary steps to be taken regarding sustainability.

Park has been involved in the field of Education for more than fifteen years. For ten years, she had also led the Regional Centre of Expertise (RCE) branch in Tongyeong, Republic of Korea.

WhatsApp Image 2024 10 07 at 11.11.56 AM1

RCE Tongyeong has established a green space named ‘Sejahtera Forest’, with the name proposed by the then former USM Vice-Chancellor, Professor Tan Sri Dzulkifli Abdul Razak.

RCE Penang@USM, as part of the USM Centre for Global Sustainability Studies (CGSS), is a member of the RCE global network and among the first seven to be established in the world then.

Both RCEs are part of the RCE global network, which has branches all around the world. It is facilitated by the United Nations University-Institute for the Advanced Study of Sustainability (UNU-IAS), a leading research and teaching institute based in Tokyo, Japan.

His advocacy has particularly focused on empowering marginalized communities, including persons with disabilities.

Notably, he is also a former member of the Polish National Olympic Cycling Team.

In 2018, Sibilski led a global movement that culminated in the United Nations General Assembly officially declaring 3 June as World Bicycle Day, a testament to his unwavering dedication to the power of cycling as a tool for global change.

His efforts align closely with the Sustainable Development Goals (SDGs), especially SDG 3 (Good Health and Well-being), SDG 11 (Sustainable Cities and Communities), and SDG 13 (Climate Action).

At the School of Social Sciences, Sibilski delivered a compelling public lecture titled “The Vision of World Bicycle Day: Pedaling Towards a More Inclusive and Equitable Society.”

In his talk, he traced the origins of World Bicycle Day and its deeper message, that meaningful transformation requires not only visionary ideas but also long-term commitment, community engagement, and cross-sectoral partnerships.

“Active mobility is about movement, health, freedom, and positive impact both social and environmental,” he said, elaborating on his preference for the term over ‘sustainable mobility.’

For him, cycling goes far beyond being a mere alternative mode of transport or sport, it also represents a holistic lifestyle that fosters personal well-being, environmental stewardship, and inclusive cities.

Sibilski’s visit also featured a campus cycling tour, during which he praised USM’s green landscape, describing it as a “living botanical garden.”

The experience reflected how thoughtful campus planning can support healthier and more sustainable commuting options.

Beyond the university grounds, he joined BCUSM in conducting an interactive outreach programme titled “Bicycles & the Planet” at SJKC Union in Georgetown.

Tailored for children aged 7 to 12, the session introduced young minds to the environmental benefits of cycling from reducing emissions to building healthier habits while nurturing their role as future stewards of the planet.

The culmination of his Penang visit took place on 20 June 2025, with a 12-kilometre community ride from the GSD Bicycle Park to GAMA.

The event, officiated by the Mayor of Penang, brought together USM students and staff, as well as the Penang Island City Council (MBPP) staff.

It was a powerful showcase of local leadership’s commitment to active mobility, climate-friendly urban development, and public participation.

Advisor to BCUSM, Dr. Nadhrah Kadir remarked: “Prof. Sibilski’s visit has left an indelible impact on our campus and the wider community. His message reminds us that promoting cycling is not just about infrastructure, it’s also about cultivating values of inclusivity, resilience, and environmental responsibility.

“This aligns perfectly with USM’s sustainability goals, the Malaysia MADANI framework, and our shared commitment to the UN Agenda 2030,” she said.

Through this memorable engagement, USM reaffirmed its role as a living lab for sustainable practices, where global visionaries and local changemakers come together to pedal towards a better future for all.

DSC07020 2 2 870x522

USM PENANG, 28 February 2025 – The Centre for Marine and Coastal Studies (CEMACS) of Universiti Sains Malaysia (USM) has taken a leading role in a large-scale marine conservation effort with the recent release of 10,000 tiger prawns (Penaeus monodon) off the coast of Pulau Betong, Penang.

As a key scientific partner in the Penang South Island (PSI) Ecology Offset Masterplan (PEOM), CEMACS plays a crucial role in ensuring that restocking efforts align with ecological best practices and sustainability goals.

Director of CEMACS, Professor Dato’ Dr Aileen Tan Shau Hwai, emphasised that the initiative is guided by strict scientific criteria to safeguard marine biodiversity.

"Only native species with high survival rates in Penang’s waters are introduced to prevent disruption to the existing ecosystem," she explained.

She added that continuous monitoring and genetic studies would be conducted to track the movement and migratory patterns of the released marine life, ensuring long-term success.

The initiative, which marks a significant milestone in marine conservation, is a collaborative effort between the Penang government, Silicon Island Development Sdn. Bhd., and various government agencies.

Chief Executive Officer of Penang Infrastructure Corporation Sdn. Bhd. (PICSB), Datuk Seri Farizan Darus, highlighted the importance of the restocking programme in supporting PEOM’s broader conservation agenda.

"Beyond reaffirming our commitment to sustainable fisheries, this project serves as a pilot study to assess the impact of fish and shrimp restocking in Penang’s southern waters," he said.

Farizan also acknowledged the contributions of the late Professor Dato’ Dr. Zulfigar Yasin, whose research laid the foundation for PEOM’s ecological framework before his passing on 3 February this year.

"Although he is no longer with us, we are dedicated to continuing his vision by turning research into meaningful conservation actions," he added.

The programme will continue with the release of an additional 42,000 tiger prawns and 25,000 seabass (Lates calcarifer) in phases over the next five months near Pulau Betong and Pulau Kendi.

Penang Agrotechnology, Food Security and Cooperative Development Committee Chairman, Fahmi Zainol, reiterated the state's commitment to ensuring the sustainability of fishery resources.

"A healthy marine ecosystem translates to better livelihoods for coastal fishermen, and we anticipate that this initiative will bring lasting benefits to the community," he stated.

The event saw participation from key officials, including representatives from Silicon Island Development Sdn. Bhd., the Deputy Chief Minister I’s office, and multiple governmental and environmental agencies.

FROM PENANG TO TONGYEONG: EXPERIENCES AND INSIGHTS GAINED ON MARINE CONSERVATION AND OTHER SUSTAINABILITY INITIATIVES AT RCE

PENANG, 7 February 2025 – Universiti Sains Malaysia (USM) is home to the Regional Centre of Expertise (RCE) Penang and the Centre for Global Sustainability Studies (CGSS), two entities with the focus on exploring and promoting ideas on sustainability.

WhatsApp Image 2025 02 12 at 10.12.50 AM

Dr. Chee Su Yin, a fellow of RCE Penang and senior lecturer at CGSS had recently completed her two-month academic attachment at RCE Tongyeong in Korea.

During her time there, she had gained valuable insights into marine conservation education, community engagement, and sustainability policies.

Being the 5th Sejahtera Fellow, her time in Tongyeong provided a comparative perspective on the challenges and successes of marine education initiatives, offering potential pathways for collaboration between RCE Tongyeong and RCE Penang.

Integrated Sustainability Education Approach

A key takeaway from Chee’s experience was the integrated approach to sustainability education in Tongyeong.

Schools in the region have successfully embedded environmental awareness into their curricula, administration, and infrastructure.

WhatsApp Image 2025 02 12 at 10.12.50 AM 1

A visit to Yongnam Elementary School demonstrated how sustainability is ingrained in daily school activities, shaping a generation that is deeply conscious of its ecological impact.

Such an approach presents an opportunity for Malaysia to enhance its marine education programmes, particularly in coastal cities like Penang, which share similar environmental and economic characteristics with Tongyeong.

Beyond formal education, RCE Tongyeong has established a strong framework for community-based marine conservation. Through collaborative efforts between scientists, policymakers, and local industries, the city has successfully fostered a paradigm shift in public perception towards sustainability.

During her observation, Chee witnessed how stakeholders in aquaculture, fisheries, and eco-tourism are actively involved in conservation initiatives, ensuring long-term environmental stewardship.

This model underscores the importance of integrating scientific research with local knowledge and industry engagement, an approach that could significantly benefit Malaysia’s marine conservation efforts.

Leveraging Arts and Culturefor Environmental Advocacy

The use of arts and culture as a medium for environmental advocacy is another noteworthy sustainability initiative at Tongyeong.
