BIPs AND HPA USM STRENGTHENS STAFF COMPETENCY THROUGH INCENTIVE INITIATIVES

USM PENANG, 16 March 2026 – The Universiti Sains Malaysia (USM) Human Resource Division, Registry Department, held a briefing on ‘Pemberian Insentif Berasaskan Prestasi’ (Performance-Based Reward Incentive, BIPs) for officers in the Management and Professional category as well as on ‘Hadiah Pengiktirafan Akademik’ (Academic Recognition Award, HPA).

BIPs serves as an incentive for the government staff who have shown excellent performance in their service. This incentive is meant to give recognition to those who have achieved a high level of performance, in addition to contributions towards a more effective delivery system in public service.

Meanwhile, the ‘Hadiah Pengiktirafan Akademik’ (HPA) is a one-time monetary incentive that is offered throughout the service of any government staff who has achieved higher academic qualifications via self-funded studies while in service.

This incentive is introduced to motivate government staff members to raise their competency and professional capability levels, aside from acquiring lifelong education.

The briefing session was held to provide information on implementation policies, eligibility requirement, application and implementation procedures regarding the two initiatives to the USM staff.

The briefing was presented by Principal Assistant Registrar, Human Resource Division (BSM), Norazreen Razak; and Senior Assistant Registrar, Staff Development Unit, BSM, Ahmad Faiz Badiozaman.

Also present at the session were USM Registrar, Mohd Azizudin Mohd Shariff, and Exercising the Function of Head of Human Resource Division, Sarina Razak.
